Exhibit & Display Policy

The Pocahontas County Libraries, in keeping with its mission to provide cultural, educational and recreational materials, makes exhibit and display spaces available without charge to community organizations, groups, and individuals. Such exhibits may provide:

  • Information or themes related to library services, collections or programs

  • Highlight current issues, events or other subjects of community interest

  • Display original art, crafts, photographs or other creative endeavors by local artists

  • Explain the activities of local organizations or agencies engaged in educational, cultural, recreational or charitable activities

  • Display interesting collections or hobbies of local community members

Regulations

Requests for display space are made to the Library Director or designee. The Library Director shall have the authority to consider requests and to grant permission to set up exhibits and displays. In the event of a negative decision regarding a proposed exhibit or display, the Board of Trustees will hear an appeal for reconsideration.

The Library reserves the right to refuse display space to exhibits that, in its opinion, do not further the purposes stated above.

Requests for use of exhibit/display space will be considered on a first come, first served basis. Exhibits may be scheduled for display for up to one month. The Library reserves the right to limit the number of times any one person or organization may install an exhibit so that everyone may have a fair opportunity to use the display space.

Exhibits and displays may not be for commercial purposes, for the solicitation of business, for profit or for fundraising. Religious proselytizing and partisan political recruitment are similarly prohibited, but educational exhibits or displays on these subjects are allowed.

All displays must meet existing State and Federal laws on obscenity, libel, defamation of character or invasion of privacy.

The name of the sponsoring person or group and a contact telephone number must be visible in the display.

The Library does not accept responsibility for ensuring that all points of view are represented in any single display. Granting of permission to display materials does not imply Library endorsement of content, nor will the Library accept responsibility for the accuracy of statements made in such materials.

The Library assumes no responsibility for the preservation, security, or possible damage or theft of any item displayed.

Displays may not disrupt normal Library operations, nor may they interfere with the use and enjoyment of the Library by others. Access to displays will be only during normal hours of operation of the Library.

Installation of Exhibits/Displays

Exhibitors are responsible for installing and removing exhibits/displays on the dates agreed upon by the Library Director and the exhibitor. All exhibits/displays must be set up and removed with as little interference as possible to the daily operations of the Library.

If the Library must remove an exhibit/display because it is not removed as scheduled by the exhibitor, the Library is not responsible for any damages. The Library is not able to provide storage for the property of organizations or individuals displaying in the Library.

The Library Director shall have the final decision on the content and arrangement of all exhibits/displays and reserves the right to reject any part of an exhibit/display or to change the manner of display, subject to appeal to the Board of Trustees.
